The President welcomed the distinguished recipients of the prizes and the representatives of the foundations. The WHO Director-General Dr Tedros was invited to address the Health Assembly.
• 2022 Ihsan Doğramacı Family Health Foundation Prize
The President announced that the 2022 Ihsan Doğramacı Family Health Foundation Prize has been awarded to Professor Mehmet Haberal of Turkey.
Professor Gülsev Kale, Chair of the Board of Trustees of Bilkent University, addressed the Assembly on behalf of the Ihsan Doğramacı Family Health Foundation.
Professor Mehmet Haberal received his award and addressed the Health Assembly.
• 2022 Sasakawa Health Prize
The President announced that the 2022 Sasakawa Health Prize has been awarded to Dr Paisan Ruamviboonsuk of Thailand.
Mr Yohei Sasakawa, Chairman of the Nippon Foundation and WHO Goodwill Ambassador for Leprosy Elimination, addressed the Assembly on behalf of the Sasakawa Health Foundation.
Dr Paisan Ruamviboonsuk accepted the award and addressed the Health Assembly.
• 2022 United Arab Emirates Health Foundation Prize
The President announced that the 2022 United Arab Emirates Health Foundation Prize has been awarded to the National Malaria Component of the Ministry for Citizen’s Power for Health of Nicaragua, with support from the community network of voluntary collaborators (ColVol).
Dr Hussain Abdul Rahman Al Rand, Assistant Undersecretary for Public Health Sector, Ministry of Health and Prevention of the United Arab Emirates, addressed the Assembly on behalf of the United Arab Emirates Health Foundation.
Her Excellency, Mrs Rosalia Bohórquez Palacios, Ambassador, Permanent Representative of Nicaragua to the United Nations Office in Geneva, accepted the award.
Dr Cristhian Toledo, General Director of Health Surveillance of the Ministry of Health of Nicaragua, addressed the Assembly on behalf of the National Malaria Component of the Ministry for Citizen’s Power for Health of Nicaragua.
• 2022 His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for Research in Health Care for the Elderly and in Health Promotion
The President announced that the 2022 His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for Research in Health Care for the Elderly and in Health Promotion has been awarded to Dr Hanadi Khamis Mubarak Al Hamad of Qatar.
Dr Khaled Alsaeid, Minister of Health of Kuwait, addressed the Assembly on behalf of the State of Kuwait Health Promotion Foundation.
Dr Hanadi Khamis Mubarak accepted her award and addressed the Health Assembly.
• 2022 Dr LEE Jong-wook Memorial Prize for Public Health
The President announced that the 2022 Dr LEE Jong-wook Memorial Prize for Public Health has been awarded jointly to the Severe Hypothermia Treatment Centre of Poland, represented by Dr Tomasz Darocha, and to Professor Prakit Vathesatogkit of Thailand.
Dr Chang-Yup Kim, President of the Korea Foundation for International Healthcare, addressed the Assembly on behalf of the Dr LEE Jong-wook Memorial Fund.
Professor Sylweriusz Kosiński accepted the award on behalf of the Severe Hypothermia Treatment Centre of Poland and addressed the Health Assembly.
Her Excellency, Ms Suphatra Srimaitreephithak, Ambassador, Permanent Representative of Thailand to the United Nations Office in Geneva, accepted the award on behalf of Professor Prakit Vathesatogkit. Professor Prakit Vathesatogkit addressed the Assembly.
• 2022 Nelson Mandela Award for Health Promotion
The President announced that the 2022 Nelson Mandela Award for Health Promotion has been awarded to Dr WU Zunyou of China.
His Excellency, Mr Mxolisi Nkosi, Ambassador, Permanent Representative of South Africa to the United Nations Office at Geneva, addressed the Assembly.
Mr Yong FENG accepted the award on behalf of Dr WU Zunyou. Dr WU Zunyou addressed the Assembly.

The Health Assembly accepted the list of 12 Members entitled to designate a person to serve on the Executive Board as drawn up by the General Committee in accordance with Rule 80 of the Rules of Procedure. The following were therefore declared elected:

The resolutions were adopted and the second report of Committee A was approved.
Draft third report of Committee A
The President (Malaysia) read out the third report of Committee A, document (draft) A75/61 containing two decisions entitled:
- Sustainable financing
- Strengthening WHO preparedness for and response to health emergencies
and two resolutions entitled:
- Strengthening health emergency preparedness and response in cities and urban settings
- Strengthening clinical trials to provide high-quality evidence on health interventions and to improve research quality and coordination
The decisions and resolutions were adopted and the third report of Committee A was approved.
Draft first report of Committee B
The President (Malaysia) read out the first report of Committee B, document (draft) A75/62 containing two resolutions entitled:
- Scale of assessments 2022–2023
- Status of collection of assessed contributions, including Member States in arrears in the payment of their contributions to an extent that would justify invoking Article 7 of the Constitution
and one decision entitled:
- Health conditions in the occupied Palestinian territory, including east Jerusalem, and in the occupied Syrian Golan
The resolutions and decision were adopted and the first report of Committee B was approved.
It was proposed that agenda items 17.1, 17.2 and 17.3 be transferred from Committee A to Committee B. This proposal was accepted by the Assembly.

Non-State actors who had previously requested to speak under this item were invited to take the floor.
At the invitation of the Chair, Dr Hans Kluge, WHO Regional Director for the European Region, and Dr Zsuzsanna Jakab, WHO Deputy Director-General addressed the Committee. The Secretariat responded to issues raised.
The Committee noted the relevant section of the report contained in documents A75/10 Rev.1 and A75/INF./4, and the associated annexes contained in documents A75/10 Add.1, A75/10 Add.3, A75/10 Add.3 Corr.1 and A75/10 Add.6, thus closing the second group of agenda items.
The Chair opened the third group of items under 14.1, points G,H and the Committee was invited to consider the relevant documents A75/10 Rev.1 and A75/10 Add.4

The Chair reopened the third group of items under 14.1: G, H and those delegations who had requested to speak in the previous session were invited to take the floor.
At the invitation of the Chair, the WHO Deputy Director-General, Dr Zsuzsanna Jakab, addressed the Committee. The Secretariat responded to issues raised and provided additional comments.
The WHO Director-General Dr Tedros was invited to address the Committee.
The Committee noted the relevant section of the report contained in document A75/10 Rev.1 and the associated annex contained in A75/10 Add.4, thus closing points G and H of item 14.1.
The Chair invited the Committee to consider the draft decision EB150(4) Political declaration of the third high-level meeting of the General Assembly on the prevention and control of noncommunicable diseases. The Secretariat read out the revisions to the decision as outlined in document A75/INF./8. The draft decision was approved and the agenda item closed.

The floor was given to a delegation who proposed that the meeting be suspended to allow for informal consultations with a view to reaching consensus on draft resolution EB150.R3.
The meeting resumed and the Chair recommended that consideration of agenda items 14.2, 14.3 and 14.4. resume later in the session.

The representative of the co-sponsors presented an update on the outcome of informal discussions and read out the proposed amendments to the draft resolution A75/A/CONF./7 Rev.1.
The draft resolution was approved as amended by consensus and the agenda item was closed.

The Chair reopened the grouped agenda items. A participant of the informal consultation, followed by the Secretariat, read out the various proposed amendments to the draft resolution EB150.R3.
It was requested that discussion of the draft resolution be deferred to the next meeting of the Committee A once the revised version of the text, taking into account the proposed amendments, can be adequately considered by the Member States. It was agreed that the Secretariat would provide a copy of the amended text. This proposal was accepted by the Committee.

5. Arrangements for conduct of discussion in meetings
Verbal statements
Member State delegations are asked to observe the time limit for verbal statements during the sessions: individual statements by Member States and Associate Members will be limited to three minutes (330 words), Regional and group statements will be limited to four minutes (440 words). Delegations providing group statements are discouraged from taking the floor subsequently to provide a national statement. In addition, delegations on whose behalf a group statement is provided, are discouraged from subsequently taking the floor except to provide any brief additional comments that were not covered by the group statement.
Statements by Observers, invited representatives of the United Nations and other participating intergovernmental organizations will be limited to two minutes (220 words). Statements by non-State actors in official relations with the Organization will be limited to one minute and three minutes for constituency statements.
To ensure that statements are interpreted as clearly as possible, delegates are requested to submit a copy of their statements by email to interpret@who.int or to give a paper copy to the conference officers in the room at least 30 minutes in advance.
Written statements
Member States and Associate Members are invited to submit written statements for posting on the website in the language of submission in accordance with the guidelines for written statements in decision EB146(17).
Observers, invited representatives of the United Nations and of other participating and intergovernmental organizations are also invited to submit written statements in accordance with those guidelines. Non-State actors are invited to submit written statements as per the practical information for representatives of non-State actors in official relations with WHO.
In accordance with the guidelines, statements may be provided in any of the six WHO official languages and should be limited to 500 words for individual statements and 800 words for group statements. They should be submitted to statements@who.int, (non-State actors are asked to copy nsastatements@who.int), clearly indicating the relevant agenda item or sub-item in the subject line.
Video statements
Member States, Associate Members, and non-State actors in official relations with WHO may submit a pre-recorded video statement in place of live interventions. The following time limits will apply: Member States and Associate Members - three minutes and Group statements - four minutes, non-State actors - one minute and three minutes for constituency statements. Videos received after the deadline, exceeding the time limits or labelled in such a way that the relevant agenda item or sub-item cannot be identified, may not be played. Video statements may be included in the live streaming and therefore will be included in the official records.
Interpretation
Interpretation will be provided in the official languages (Arabic, Chinese, English, French, Russian and Spanish) to help delegates to follow the discussions. Delegates are requested to speak clearly and at a normal speaking pace to enable clear and accurate interpretation. Copies of all statements should be submitted at least one hour in advance by email to interpret@who.int. Clearly indicate the name of the country delegation/group in the subject line of the email. Note: a statement of three minutes at normal speaking pace is equivalent to approximately 330 words.
