The President welcomed the distinguished recipients of the prizes and the representatives of the foundations. The WHO Director-General Dr Tedros was invited to address the Health Assembly.

          2023 Sasakawa Health Prize

The President announced that the 2023 Sasakawa Health Prize has been jointly awarded to the Nick Simons Institute of Nepal and Professor Vichai Tienthavorn of Thailand.

Mr Yohei Sasakawa, Chairman of the Nippon Foundation and WHO Goodwill Ambassador for Leprosy Elimination, addressed the Assembly on behalf of the Sasakawa Health Foundation.

Dr Archana Amatya of Nepal accepted the award on behalf of the Nick Simons Institute and addressed the Health Assembly.

Professor Vichai Tienthavorn of Thailand accepted the award and addressed the Health Assembly.

          2023 United Arab Emirates Health Foundation Prize

The President announced that the 2023 United Arab Emirates Health Foundation Prize has been awarded to Dr Maria Asuncion Silvestre of the Philippines.

Dr Hussain Abdul Rahman Al Rand, Assistant Undersecretary for Public Health Sector, Ministry of Health and Prevention of the United Arab Emirates, addressed the Assembly on behalf of the United Arab Emirates Health Foundation.

Dr Maria Asuncion Silvestre accepted the award and addressed the Health Assembly.

          2023 His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for Research in Health Care for the Elderly and in Health Promotion

The President announced that the 2023 His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for Research in Health Care for the Elderly and in Health Promotion has been awarded jointly to the National Center for Chronic and Noncommunicable Disease Control and Prevention of China, represented by Professor Jing Wu, and to Professor Abla Mehio Sibai of Lebanon.

His Excellency, Dr Ahmad Al-Awadi, Minister of Health of the State of Kuwait, addressed the Assembly on behalf of the State of Kuwait Health Promotion Foundation.

Professor Jing Wu accepted the award on behalf of the National Center for Chronic and Noncommunicable Disease Control and Prevention of China and addressed the Health Assembly.

Professor Abla Mehio Sibai accepted her award and addressed the Health Assembly.

          2023 Dr LEE Jong-wook Memorial Prize for Public Health

The President announced that the 2023 Dr LEE Jong-wook Memorial Prize for Public Health has been awarded jointly to Dr Jorge Francisco Meneses of Guatemala.

Dr Myoung-don Oh, Board Member of the Korea Foundation for International Healthcare, addressed the Assembly on behalf of the Dr LEE Jong-wook Memorial Fund.

Dr Jorge Francisco Meneses accepted the award and addressed the Health Assembly.

          2023 Nelson Mandela Award for Health Promotion

The President announced that the 2023 Nelson Mandela Award for Health Promotion has been awarded to Dr Mariam Athbi Al Jalahma of Bahrain.

His Excellency, Mr Mxolisi Nkosi, Ambassador, Permanent Representative of South Africa to the United Nations Office at Geneva, addressed the Assembly.

Dr Mariam Athbi Al Jalahma accepted the award and addressed the Assembly.

Item 6

Executive Board: election

The President drew the Health Assembly’s attention to the list of 10 Members entitled to designate a person to serve on the Executive Board as recommended by the General Committee in accordance with Rule 102 of the Rules of Procedure.

The President noted an objection to the proposal to proceed to the election of the Members entitled to designate a person to serve on the Executive Board by acclamation and invited the delegate of the Russian Federation to take the floor, followed by the delegates of Sweden, United Kingdom of Great Britain and Northern Ireland, Monaco, Iceland and Ukraine.

At the request of the President, the Legal Counsel responded to questions and provided explanations related to the Rules of Procedure governing the Executive Board election and the practice of the Health Assembly in that respect.

In the absence of a consensus on the list of the 10 Members recommended by the General Committee based on proposals for the vacant Board seats formulated by the WHO Regions following the mechanism applicable within each region and in light of the request to proceed to a vote, the President proposed that consideration of the agenda item 6 be suspended pending the preparation of a secret ballot vote scheduled to take place at 14:30 on the same day.

The Health Assembly agreed with the proposed way forward and the meeting was adjourned.

Executive Board: election

The President opened the meeting and announced that the Health Assembly would proceed with a secret ballot vote to elect the Members entitled to designate a person to serve on the Executive Board. At the invitation of the President, the Legal Counsel provided information on the procedure.

The Legal Counsel read out the names of the Member States whose voting privileges had been suspended or which are not represented at this Health Assembly.

The vote resulted in: 13 abstentions, 6 null and void ballots, 123 members present and voting.

It was announced that all candidates received an identical number of votes. The following were therefore declared elected:

-       Australia

-       Barbados

-       Cameroon

-       Comoros

-       Democratic People’s Republic of Korea

-       Lesotho

-       Qatar

-       Switzerland

-       Togo

-       Ukraine

The floor was given to the delegate of Egypt, followed by the delegates of Russian Federation, Sweden, United States of America, Ukraine, Syrian Arab Republic, Democratic People’s Republic of Korea, Paraguay and China.

In accordance with Rule 57 of the Rules of Procedure, Russian Federation, United States of America and Democratic People’s Republic of Korea exercised the right of reply.

The agenda item was closed and the meeting adjourned

The reports contained in documents A76/6, A76/7 Rev.1 and A76/7 Add.1 Rev.1 were noted and the draft resolutions in documents EB152(3), EB152(4), EB152(5), EB152(6), and draft decision EB152(11) were approved, thus closing the agenda subitems.

The Chair opened the second grouping of agenda subitems and drew the Committee’s attention to the relevant document A76/7 Rev.1. The Chair gave the floor to the representative of the Executive Board to make some introductory remarks and the floor was opened for comments.

Following the request from a Member State, discussion of this item was temporarily suspended.

The Committee noted the relevant sections of the consolidated report contained in A76/7 Rev.1. The Committee then approved the draft resolution EB152(17) and the draft decision EB152(18) contained in document EB152/2023/REC/1.

Celebrating the twentieth anniversary of the adoption of the WHO Framework Convention on Tobacco Control: a fit-for-purpose life-saving treaty.

As part of WHO's 75th anniversary, we celebrate the 20th anniversary of one of the key milestones in the history of WHO: the adoption of the first international public health treaty. The WHO Framework Convention on Tobacco Control (WHO FCTC), an evidence-based instrument, provides new legal dimensions for international cooperation. This roundtable will call for Member States to set up implementation of the WHO FCTC measures and in particular support increased tobacco taxes towards public revenues which can be reinvested in public health.

The strategic roundtable will also provide lessons to inform ongoing negotiations for a WHO convention, agreement or other international instruments on pandemic prevention, preparedness, and response following the COVID-19 pandemic.

To mark the 20th anniversary of the adoption of the WHO FCTC by the Fifty-sixth World Health Assembly, Parties to the Treaty and other key players will join to celebrate the successes in tobacco control enabled by the WHO FCTC.

This roundtable will be concluded by an award ceremony for the 2023 World No Tobacco Day Director-General's Special Recognition Award.

6. Arrangements for conduct of discussion in meetings

Verbal statements

Member State delegations are asked to observe the time limit for verbal statements during the sessions. Plenary: individual statements by Member States and Associate Members will be limited to three minutes (330 words), Regional and group statements will be limited to four minutes (440 words).
Committees A & B: individual statements by Member States and Associate Members will be limited to
three minutes (330 words), Regional and group statements will be limited to five minutes (550 words).

Delegations providing group statements are discouraged from taking the floor subsequently to provide a national statement. In addition, delegations on whose behalf a group statement is provided, are discouraged from subsequently taking the floor except to provide any brief additional comments that were not covered by the group statement.

Statements by Observers, invited representatives of the United Nations and other participating intergovernmental organizations will be limited to two minutes (220 words). Statements by non-State actors in official relations with the Organization will be limited to one minute and three minutes for constituency statements.

To ensure that statements are interpreted as clearly as possible, delegates are requested to submit a copy of their statements at least one hour in advance by email to interpret@who.int.

Written statements

Member States and Associate Members are invited to submit written statements for posting on the website in the language of submission in accordance with the guidelines for written statements in decision EB149(3). Delegates wishing to have their statements posted on the Health Assembly webpage or to share a longer statement containing additional information may send it to statements@who.int.

Observers, invited representatives of the United Nations and of other participating and intergovernmental organizations are also invited to submit written statements in accordance with those guidelines. Non-State actors are invited to submit written statements as per the practical information for representatives of non-State actors in official relations with WHO.

In accordance with the guidelines, statements may be provided in any of the six WHO official languages and should be limited to 500 words for individual statements and 800 words for group statements. They should be submitted to statements@who.int, clearly indicating the relevant agenda item or subitem in the subject line. Non-State actors are asked to submit their statements to nsastatements@who.int.

Interpretation

Interpretation will be provided in the official languages (Arabic, Chinese, English, French, Russian and Spanish) to help delegates to follow the discussions. Delegates are requested to speak clearly and at a normal speaking pace to enable clear and accurate interpretation. Copies of all statements should be submitted at least one hour in advance by email to interpret@who.int. Clearly indicate the agenda item and name of the country delegation/group in the subject line of the email.      

Note: a statement of three minutes at normal speaking pace is equivalent to approximately 330 words.

WHO information products and souvenirs on sale

The WHO bookshop is located at the Palais des Nations on level 2 of the E building, at door 40, during the World Health Assembly. The latest publications and information products issued by WHO and its regional offices are available at a 50% discount. WHO souvenirs are also on sale, including items from a special collection of souvenirs to mark the 75th anniversary of the Organization. The WHO bookshop is open from Monday to Friday and from 09:00 to 16:30 at the Palais des Nations (during the Assembly) and at WHO Headquarters.
