  1. At the request of WHO, to provide advanced diagnostics, reference services and proficiency testing services, and support outbreak investigation, disease surveillance, and response in the area of mosquito- and tick-borne infections.  
  2. At the request of WHO, to provide support on laboratory capacity-building priorities by providing training and promoting the best laboratory and field practices among Member States. 
  3. Support WHO in planning and conducting operational research on mosquito and tick-borne diseases, including the development and evaluation of diagnostic tools and practices.
