The Framework for the Access to Controlled Medications Programme has been prepared by the Secretariat of the World Health Organization (WHO) in cooperation with the International Narcotics Control Board (INCB) in response to resolutions of the World Health Assembly (WHA) and the Economic and Social Council of the United Nations (ECOSOC) (WHA58.22 and ECOSOC 2005/25). The Programme distinguishes the causes of underuse of controlled substances as regulatory impediments; attitude and knowledge impediments; and economic and procurement impediments.
