The IHR Review Committee on the Role of the International Health Regulations (2005) in the Ebola Outbreak and Response presented its recommendations to the WHO Director-General at the Sixty-ninth World Health Assembly. A summary of the recommendations are listed below: 1. Implement rather than amend the International Health Regulations (IHR) 2005. 2. Develop a Global Strategic Plan to improve public health preparedness and response. 3. Finance IHR implementation, including supporting the Global Strategic Plan. 4. Increase awareness of the IHR, and reaffirm the lead role of WHO within the UN System in implementing the IHR. 5. Introduce and promote external assessment of core capacities. 6. Improve WHO’s risk assessment and risk communication. 7. Enhance compliance with requirements for Additional Measures and Temporary Recommendations. 8. Strengthen National IHR Focal Points. 9. Prioritize support to the most vulnerable countries. 10. Boost IHR Core Capacities within health systems strengthening. 11. Improve rapid sharing of public health and scientific information and data. 12. Strengthen WHO’s capacity and partnerships to implement the IHR and to respond to health emergencies. The Sixty-ninth World Health Assembly decided to request the Director-General “to develop for further consideration of the Regional Committees in 2016 a draft global implementation plan for the recommendations of the Review Committee that includes immediate planning to improve delivery of the International Health Regulations (2005) by reinforcing existing approaches, and that indicates a way forward for dealing with new proposals that require further Member State technical discussions”, and to submit the final plan for consideration of the 140th Session of the Executive Board in January 2017.This paper, the draft Global Implmentation Plan for the Recommendations of the Review Committee on the Role of the International Health Regulations (2005) in the Ebola Outbreak and Response, is to be submitted to all Regional Committees as per the decision of the Sixty-ninth World Health Assembly. The six areas of action of the Draft Global Implementation Plan include: Acceleration of country implementation of the IHR. Strengthening WHO’s capacity to implement the IHR. Improved monitoring, evaluation and reporting on IHR Core Capacities. Improved event management, including risk assessment and risk communication. Enhanced compliance with Temporary Recommendations under the IHR. Rapid sharing of scientific information. The High-Level Preparatory (HLP) Meeting held in the WHO South-East Asia Regional Office in New Delhi, India from 11–14 July 2016, reviewed and discussed this draft plan and made the following recommendations: Actions by Member States (1) Review the proposed Global Implementation Plan at the Sixty-ninth Session of the Regional Committee before it is submitted to the Executive Board in January 2017. (2) Strengthen national capacities, and especially the National Focal Point; and ensure that the right person is appointed and placed in the appropriate department/ ministry to manage networking, coordination and resources. Actions by WHO (1) Organize an informal consultation on the Global Implementation Plan prior to the Sixty-ninth Session of the Regional Committee in September 2016. (2) Support other relevant agencies and partners in building their capacities in supporting the International Health Regulations. (3) Provide technical support as needed by Member States for the development of the IHR core capacities.
