Abstract
Programme Budget 2004-2005 is a key instrument in advancing the reform process in WHO. It represents a strategic “business plan” for the entire Organization which focuses on the responsibilities of the WHO Secretariat, as distinct from those of Member States. The programme budget (‎PB)‎ ensures greater transparency and accountability emphasizing what will be delivered (‎expected results)‎ and indicators for measuring their achievement. In a significant departure from the previous biennia, PB 2004-2005 gives indicative estimates of planned country expenditures for all areas of work providing a sharper focus on WHO’s country programmes. Extensive consultations have taken place between the staff of the regional offices and WHO headquarters in the formulation of the Proposed Programme Budget 2004-2005 (‎Part I)‎. Applying results-based budgeting principles, what should be delivered and how, were first defined and on that basis decisions were made as to the required resources. The present document, to be read in conjunction with the WHO Proposed Programme Budget 2004-2005 (‎Part I)‎, responds to the need to clearly spell out the regional perspective and the proposed areas for priority action. It outlines, in the light of the overall strategic framework for PB 2004-2005, the issues and challenges facing the South-East Asia Region in the ensuing biennium, the specific priority areas and programme strategies for the countries and the Region as a whole.
