L' Evaluation des besoins sanitaires au niveau local : guide destiné aux infirmières de famille en Europe

Abstract
Dans l'ensemble de la Râegion europâeenne, les gouvernements doivent satisfaire une demande de soins de plus en plus importante, malgrâe des ressources limitâees, et sont confrontâes áa une aggravation des inâegalitâes en matiáere de santâe. L'âevaluation des besoins sanitaires au niveau local doit ãetre le pivot d'un processus qui permette aux praticiens, aux gestionnaires et aux dâecideurs de dâeterminer quelles sont les personnes dont les besoins sont prioritaires et de faire en sorte que l'affectation des ressources du systáeme de santâe ait des effets optimaux sur l'amâelioration de la santâe. Il s'agit d'un outil essentiel de planification des soins, qui doit ãetre utilisâe aux niveaux des familles, des localitâes et des populations. Le prâesent document dâefinit les moyens par lesquels l'âevaluation des besoins sanitaires permet de fixer des prioritâes, d'affecter les ressources consacrâees áa la lutte contre les inâegalitâes et de faire participer la population locale. Il dâecrit âegalement le processus d'âevaluation des besoins sanitaires et l'importante participation des infirmiáeres.
