The methodology provides a guiding structure for regular-based reporting on the state of environment and health both within a country and at WHO-European Region level. It aims at establishment of a comprehensive monitoring system in order to assess the effect of interventions and the oversight of activities undertaken. The system enables decision-makers to focus on specific action areas covering health protection and intersectoral policies. The indicators system encompasses 11 environmental issues of public health significance and is based on the DPSEEA (‎Driving force 6 Pressure 6 State 6 Effect 6 Action)‎ framework. WHO consultation has selected a set of "core" indicators for international assessments and analyses at subnational level. In addition, an extended set of EH indicators was proposed for national/local application. Operational forms for the core indicators are given together with the reports of the consultation and of a planning meeting for the pilot implementation of the systemen
