Abstract
The widespread introduction of sophisticated technology in neonatal and perinatal care in many countries, without assessment, has resulted in weakened impact, increased costs, diversion of resources and a dehumanized approach to health care. The WHO Regional Office for Europe, with the Bureau for International Health of the Istituto per l'Infanzia ( a WHO Collaborating Centre), co-sponsored a course in 1995 to help decision-makers and planners evaluate the appropriateness of equipment for their perinatal care needs and to plan its purchase, use and maintenance. Following the success of the first course, the two partners co-sponsored a second course with the same aims in 1996.
