Abstract
At a time when Europe is facing the challenges of reforming their health systems, a need to establish ground rules emerged throughout the region. Issues like management of change and reforming health systems are widely debated. The WHO Conference on European Health Care Reforms that was held in Ljubljana, Slovenia, in June 1996, provided a forum for Member States of the European Region to share their experiences and their worries and exchange information on health care reforms methodologies.
