Operational budget as per approved workplans is US$ 329.6 million. Total resources available for the period are US$ 193.5 million; implementation (expenditure), including payroll costs up to May 2014, stands at US$ 43.1 million, which is 13% of the Budget and 22% of the resources. Funds utilization (encumbrances plus expenditure) stands at US$ 74 million. This working paper also discusses the problem of uneven distribution of resources that persists in many Member States as well as across technical areas. Countries such as Bangladesh and Democratic People’s Republic of Korea have, at this point in time, mobilized resources close to 75% of their budgeted figures, whereas Nepal, Thailand and Bhutan, for example, have currently only managed to mobilize funds to support around 50% of their budgets. The distribution of funds to Categories and programme areas continues to be uneven. While Categories 4, 5 & 6 have already received funds to the tune of more than 60% of their budgets, Category 1 and 2 have received around 55%. The Seventh Meeting of the Subcommittee on Policy and Programme Development and Management (SPPDM), held in New Delhi, India, on 18 July 2014 reviwed the attached document and made the following recommendations: Action by Member States (1) Member States were requested to coordinate with the country offices to achieve regional implementation targets of 75% of the activity budget by 31 December 2014. Action by the WHO Regional Office (1) The Secretariat would revise the implementation report both in format and with updated data, both regional as well as global comparisons, and present the same to the inter-sessional meeting proposed to be held in August 2014.
