Family planning, identified as an essential component of primary health care in the Alma-AltaDeclaration and of reproductive health at the International Conference on Population andDevelopment, plays a major role in reducing maternal and newborn morbidity and mortality. Itcontributes towards the achievement of the millennium development goals (MDGs) and thetargets of the Health-for-All Policy.2. The implementation of family planning services in Africa is challenged by poverty, pooraccess to family planning services and commodities, conflict situations, inadequate coordinationof programmes and dwindling donor funding. Traditional beliefs favouring high fertility, religious barriers and lack of male involvement have weakened family planning interventions.Family planning has received little attention at individual, social and policy levels due to othercompeting priorities. These factors have resulted in low contraceptive prevalence rates amongsexually active women, high total fertility rates and high unmet needs for family planning.3. This framework aims to provide guidance on how to revitalize the family planning componentof national reproductive health programmes in order to ensure a comprehensive approach toimproving maternal and child health in the context of the MDGs.","Regional Committee for Africa, 54","2004","Regional Committee for Africa Fifty-fourth SessionBrazzaville, Republic of Congo, 30 August–3 September 2004, Provisional agenda item 9.1","en","Family Planning Policy::Family Planning Policy::600||Reproductive Health Services::Reproductive Health Services::600||Primary Health Care::Primary Health Care::600||Women's Health::Women's Health::600||Public Health::Public Health::600","Brazzaville","WHO.
