Résumé
Provides a thorough analysis of the multiple factors that should be considered when establishing policies and regulations designed to control the health effects of environmental pollutants. Emphasis is placed on the many technical and economic complexities surrounding any control measure, whether implemented voluntarily or through legislation. The objective is to give decision-makers a broad framework that can be used to establish control measures and determine how effectively they will achieve the desired result. The book features eight chapters organized according to the main steps involved in the development and enforcement of environmental standards, moving from the identification of priority pollution issues to the economic and social consequences of control measures. Of particular practical value is a discussion of legal frameworks for control. Examples from several different countries are used to illustrate the scope and development of environmental legislation and the content and structure of regulations. Six annexes refer the reader to sources of international standards that can help guide decisions. The book is the outgrowth of consultations with 60 experts on law and environmental policyCitation
