SEA/RC58/16 - Review of WHO collaborating programmes implemented during the 2004-2005 biennium

Abstract
The 42nd Meeting of the Consultative Committee for Programme Development and Management (CCPDM), held in Dhaka, from 5-7 July 2005, deliberated, among other subjects, on the Review of WHO Collaborative Programmes Implemented during the 2004- 2005 Biennium. The background document (SEA/PDM/Meet.42/6) prepared for the meeting is attached. The overall implementation as at 30 June 2005 for the SEA Region was 79% (91% under the Regular budget and 74% under Other Sources). The CCPDM recommended that: (a) the quality of programmes should not be compromised for the sake of meeting financial implementation targets; (b) workplans for 2006-2007 must take into consideration the need to complete all activities within the biennium since unliquidated obligations as well as unutilized funds will have to be surrendered, and (c) in order to discourage over-budgeting of local costs, full advances can be approved for activities of a short duration provided that the expenditure reports have been received for prior advances.
