HIV/AIDS and STD prevention and national borders : information paper

The changes in the political atmosphere in Europe during the last decade has led to an increased tourist, cultural and business movement between the countries. Where there is any exchange, whether economic, military, cultural, scientific or tourist there are sexual relations - and where there are unprotected sexual contacts, there may be an increase in sexually transmitted diseases including AIDS. The open borders have revealed a wide variety of different political, economical and social conditions in Europe and as a consequence a concentration of protitution at the borders between the countries with significantly different economic conditions. With the unificationof Germany and the opening up of borders within Europe prostitution has grown up in the border regions of the neighbouring states of Poland and the Czech Republic, where many women from Poland, the Czech Republic, Slovakia, Romania and NIS countries work. In response to the threat of an AIDS epidemic, seven model programmes were set up in 1987 within the framework of the "Emergency Programme of the Federal Republic of Germany" to combat the Immune Deficiency Disease AIDS. The programme tested different methods of reducing the risk of infection of the population inthe medical, preventive and social spheres. Alongside education campaigns and medical research the model programmes were an important instrument in coping with the AIDS crisis. The publication presents the Model Programme onpreventionof HIV among prostitutes at border areas based on the experience accumulated by the Federal Republic of Germany. It also contains sections on the target setting, structure and development of the Model Programme and results of the work of the street worker teams. For the countries of Europe, their governments, the national AIDS programmes, AIDS specialists and health progressionals as a whole this publication gives an assessment of the situationwith regard to sexually transmitted diseases and particularly AIDS in border areas, and highlights the successful examples of practical work on AIDS prevention and development of the cross-border methods of prevention引用
