The seminar focused on the economic aspects of drug supply, including sector management issues and the changing roles and responsibilities of the public sector in a market-oriented supply system. it demonstrated the strong link between health care policies and pharmaceutical sector reform. Participants from all the newly independent states (NIS) of the former USSR concentrated on the issue of reasonably good access, at affordable prices, to essential drugs of good quality. it was agreed that a well functioning pharmaceutical sector depends on a clear division of roles and responsibilities between the public and private sectors. The situation in the NIS presents particular challenges because of systems transition and resource scarcity. Economic principles (incentives to rational use of drugs, cost-containment, supply effciency and alternative financing strategies) play an increasingly important role in making drugs available at affordable cost for patients in these countries.
