Terms of Reference:
  1. The Collaborating Center will support WHO in its work on good governance for medicines at global and country level, including forthe development and use of tools for measuring transparency,for promoting policy dialogue and accountability of the pharmaceutical sector  
  2. The Collaborating Center will support WHO in generating information, carrying out data analysis that will inform medicines policy decision in countries and for developing new methods for monitoring and evaluating pharmaceutical policies and programs with focus on low and middle income countries.  
  3. The Collaborating Center will support WHO in the advocacy of WHO EML concept and of the rationale and process for updating it; It will also support WHO in the development and implementation of mechanisms to ensure access to affordable high price medicines, in particular in low and middle income countries
