Terms of Reference:
  1. 1. Contribution to the coordination between Civilian & Military for disaster health prevention, mitigation, preparedness & response. (a) To educate, train & provide operational research for military forces to work with civilian counterparts, non-governmental organizations & other participants before & during humanitarian missions. (b) To identify areas of pertinent civil-military cooperation in different emergency situations, as well as develop guidelines & recommendations on contents, strategy, tactics, mechanism & managerial approaches for mutual emergency humanitarian intervention. (c) To formulate recommendations on how civil-military humanitarian cooperation can be integrated into a comprehensive emergency preparedness & response strategy for countries in general & for health sectors in particular, & to define the framework in which it could be fitted into international programs for emergency management. 2. Improving the Organization & Development of Disaster Electronic Information Networks. 3. Developing methodologies for the transfer of disaster response information & skills.
