Terms of Reference:
  1. To work with WHO to develop and operationalise public health training and education structured on economic analysis and evidence-based human resource development 
  2. To collaborate with WHO and member states to facilitate and improve use of training and educational standards including tools to improve public health and health care practice 
  3. To work with WHO and member states to evaluate public health and health systems and disseminate good practice of sustained impact for the population and individual health 
  4. To support WHO efforts to strengthen national capabilities in health systems based on primary care/family practice and public health, addressing the risk of both communicable and non-communicable diseases 
  5. To support WHO to develop research capacities, including technology and innovation, and conduct studies that enable member states to improve, modernize and strengthen their health systems 
  6. To work with WHO to facilitate professional exchange programmes with Member States and institutions through educational, training and research opportunities in the UK and provide technical support to WHO and national events in public health and health systems development

WHO organization wide expected result:
  10.8 - Health-workforce information and knowledge base strengthened, and country capacities for policy analysis, planning, implementation, information-sharing and research built up.
  10.9 - Technical support provided to Member States, with a focus on those facing severe health-workforce difficulties in order to improve the production, distribution, skill mix and retention of the health workforce.
