Terms of Reference:
  1. Under WHO's leadership, promote the uptake and application of WHO and other international data standards, tools and methods for facility and community reporting systems including disease surveillance and administrative data systems. 
  2. With the leadership of WHO, develop, test, implement and document innovative digital health systems/applications based on WHO and international standards and through applied implementation research at country level.  
  3. Under WHO's leadership, contribute to the development of frameworks, guidelines, and standards that support the design, integration, and implementation of national digital health architectures and tools in support of country health information systems, with particular focus on integrated health facility data repositories and national health observatories.  
  4. When requested by WHO, support WHO’s efforts in building and scaling up regional and national institutional capacity in innovative data collection, analysis, synthesis of data, including the development of health data curriculum and capacity building programmes.  
  5. At WHO's request, contribute to the technical working groups of the Health Data Collaborative and participate in scientific exchange and joint peer learning forums that foster best practices and harmonized and aligned approaches in strengthening country digital health systems.
