Terms of Reference:
  1. Collaborate with WHO in the development of knowledge and resources for increasing access to quality health, rehabilitation services, sports and assistive products and technology for persons with disabilities in the Western Pacific Region, in line with the WHO Global Disability Action Plan 2014-2021 Better health for all people with disability. Training materials, resource booklets, a seminar and report will be developed to support the technical unit work to improve knowledge and resources on inclusive health, health promotion and community based rehabilitation. The collaborating centre will report on the experiences and lessons learnt in the Western Pacific Region to inform other WPR member states on opportunities for improving access to health and rehabilitation services for people with disability during a health emergency. Case studies and reports will support the WHO technical unit work program with other member states.  
  2. To support and cooperate with WHO to strengthen and extend rehabilitation, assistive technology, and community based rehabilitation services, and share good practices across the region, in line with Objective 2 of the WHO Global Disability Action Plan 2014-2021 Better health for all people with disability. The collaborating centre will prepare a report to introduce the government system for the provision of assistive products in Japan. The collaborating centre will collect and analyze data on assistive products in the region. Reports on the process in Japan will inform options for other Western Pacific Region member states to draw on in developing their own assistive technology services.  
  3. Support the dissemination of the findings of the World Bank and WHO World Report on Disability 2011 and the implementation of the WHO Global Disability Action Plan 2014-2021 Better health for all people with disability by working with WHO to increase the awareness and understanding of the health and rehabilitation needs and rights of persons with disability in the Western Pacific Region. The collaborating centre will host a seminar in 2017 to share information and knowledge from the World Report on Disability, and share good practices from other countries in the region regarding disability inclusive health, rehabilitation and data.
