- To assist WHO in ensuring quality and patient safety relating to acupuncture and dispensing of herbal medicine as to achieving Universal Health Coverage.
- To assist WHO in making a standardized model for clinical practice in traditional medicine.
- To support the implementation of traditional medicine strategies in strengthening evidence base and knowledge management of clinical research of acupuncture and herbal medicines.

4.2.1 - Policy options, tools and technical support to countries for equitable people-centred integrated service delivery and strengthening of public health approaches
4.2.2 - Countries enabled to plan and implement strategies that are in line with WHO’s global strategy on human resources for health and the WHO Global Code of Practice on the International Recruitment of Health Personnel
4.2.3 - Guidelines, tools and technical support to countries for improved patient safety and quality of services, and for patient empowerment
