Terms of Reference:
  1. Collaboration in all areas of research related to the integration of mental health in to primary health care especially in the area of urban mental health. (This is the former term of reference) 
  2. Collaboration in scaling up mental health services and building the capacity of general health care personnel to deliver basic mental health services and intervention in line with the mhGAP initiative of WHO. (This is the new term of reference) 
  3. Collaboration in the raising political commitment and support for mental health through raising awareness and involvement of the civil society organizations. (This is the new term of reference) 
  4. Collaboration on improvement of psychiatry and clinical psychology training and research with more emphasis on community based medical education and PHC based system approach(This is the former term of reference whit some additional activities )

WHO Outputs:
  Ower: 3.1 - Advocacy and support provided to increase political, financial and technical commitment in Member States in order to tackle chronic noncommunicable diseases, mental and behavioural disorders, violence, injuries and disabilities together with visual impairment, including blindness.
  Ower: 3.4 - Improved evidence compiled by WHO on the cost-effectiveness of interventions to tackle chronic noncommunicable diseases, mental and neurological and substance-use disorders, violence, injuries and disabilities together with visual impairment, including blindness.
  Ower: 3.5 - Guidance and support provided to Member States for the preparation and implementation of multisectoral, population-wide programmes to promote mental health and to prevent mental and behavioural disorders, violence and injuries, together with hearing and visual impairment, including blindness
