Terms of Reference:
  1. Assist cities in the Baltic Sea Region in implementing WHO's Healthy Cities' goals and motivate new cities into joining the Network 
  2. Build capacity for health and well-being by bringing appropriate expertise to the local level with relevant institutions and organisations 
  3. Enhance the visibility of the Healthy Cities operations in the Baltic Sea Region 
  4. Build an information system of best practises and the state of well-being in cities belonging to the Healthy Cities networks 
  5. Network with local, national and international health and well-being experts (including other WHO CCs) 
  6. Establish research and development cooperation with the Urban Research Unit of the City of Turku and member organisations of the Association

WHO Outputs:
  Ower: 6.1 - Advice and support provided to Member States to build their capacity for health promotion across all relevant programmes, and to establish effective multisectoral and multidisciplinary collaborations for promoting health and preventing or reducing major risk factors.
  Ower: 6.5 - Evidence-based and ethical policies, strategies, recommendations, standards and guidelines developed and technical support provided to Member States with a high or increasing burden of disease or death associated with unhealthy diets and physical inactivity, enabling them to strengthen institutions in order to combat or prevent the public health problems concerned.
