Terms of Reference:
  1. To promote the implementation of the WHO principles in line with Health 2020; European Action Plan for strengthening public health capacity and services by undertaking the secretariat function of the International Network of Health Promoting Hospitals and Health Services (HPH) 
  2. Under leadership of WHO/Europe support member-states of the European region and related regions in the introduction and monitoring of HP strategies and standards to patients, relatives and community 
  3. To support countries to further create evidence and identify successful HP activities related to patients, staff and community 
  4. To provide input to further development and implementation of best evidence-based practice for HP in hospitals and health services
