- TOR 1 To partner with PAHO/WHO in building capacity for alcohol and substance abuse policy, prevention and for brief interventions in primary health care settings.
- TOR 2 To assist PAHO/WHO in conducting research related to substance use epidemiology and the evaluation of the public health impact of laws, policies and programs.
