Key inclusion & exclusion criteria
Inclusion criteria: Village will be included if they have: a minimum of 15 left-behind children (3~5y) living in a poor household (defined as annual income <2300RMB), have no kindergarten or care center for LBC.
Exclusion criteria: Vilage is receiving any funding or benefits in kind from other sources, such as charities or NGOs
