This book is a joint effort of the World Health Organization and the University Carlos III to find appropriate methods to adapt the health sector mission to the new economic and social international environment. The search for equity in the access to health services is becoming more urgent in a world with increasing wealth but with growing numbers of poor persons. As the 1997 U. N. Development Program report on human development notes, if poor countries are frequently loosers in the globalization process, is it that the rules of the game are not suited to them? We live at a time in urgent need to find new ways, to launch original alternatives and to propose Utopias. Utopias to be made possible by the rich imagination of countries.
The World Health Organization has decided to associate with universities and research centres across developed and developing countries to study the far-reaching changes taken place in todays world.
