The task of government is generally carried out by a multitude of agencies, mostly organized along functional lines. Execution of legal requirements for drug control is generally performed by specialized organizations authorized by law. Of particular interest in this chapter are the scope and authority of the main DRA, how it is organized, how it is financed, the human resources available to perform the regulatory tasks, and the authority’s accountability.
Many factors influence how a policy is implemented and whether it achieves its objectives effectively. Experience in policy implementation in many areas indicate the importance of good organization. A number of organizational attributes, such as a sound structure, efficient procedures, well-trained personnel and adequate financial resources, are considered crucial for effective policy execution (18, 19, 20, 21).
