Abstract

Using resources provided by the U.S. Agency for International Development (USAID), Management Sciences for Health (MSH), through its Rational Pharmaceutical Management Plus and Strengthening Pharmaceutical Systems (SPS) programs has, since 2005, been providing support to the National Tuberculosis Control Program for managing the supply of medicines and medical supplies.1,2 As a result of the success achieved by this program, the Ministry of Public Health (Ministerio de Salud Pública; MSP) requested technical assistance in implementing similar interventions in its national HIV and AIDS care program. As a more sustainable alternative, MSH/SPS suggested the organization of an integrated system for managing the supply of medicines and medical commodities (known by its Spanish acronym, SUGEMI) that would provide a comprehensive approach for addressing problems common to all MSP programs.

A baseline assessment carried out in 2008 revealed a shortage of critical medicines and medical supplies, as well as losses caused by expired products, both of which situations were in turn the result of poor scheduling, a fragmented procurement system, and inadequate storage and transport conditions throughout the public supply network.3 Bolstered by these findings, in July 2010 the MSP issued a Ministerial Resolution that gave SUGEMI official status and called for its implementation in all areas of the country.
