4. Organizational reforms

Reforms to financing systems cannot be made without organizational reforms that should match the structure of the public and private sectors to their responsibilities in fulfilling policy objectives. The changes can include transformations within ministries of health, the decentralization of health service provision, the incorporation of competitive mechanisms within the public sector, and enhanced roles for the private for-profit and private not-for-profit sectors.
