2. TERMS OF REFERENCE

• To examine with the Secretariat of ACAME, the objectives and the results expected of a bulk purchasing system.

• To study with two professionals from the ACAME Secretariat the experience of the Maghreb and Gulf States with bulk purchasing.

• To gather - with the assistance of WHO - all documentation on other bulk purchasing experiences.

• To establish a feasibility scenario for bulk purchasing of essential drugs involving 5, 10 or 15 countries.

• To propose an implementation plan.

• To prepare for WHO a report of about 30 pages summarising experiences on bulk purchasing of essential drugs.
