Abstract: Strengthening community-based health workers (CBHWs) and community-health volunteers (CHVs) is one of the key strategies for health workforce development identified in the Dhaka Declaration in 2006 and in the Regional Committee resolution SEA/RC59/R6 on health workforce strengthening. This document presents a framework and nine strategic areas with actions for WHO and Member States for the development and sustaining of CBHWs and CHVs in promoting the health of the people. The nine strategic actions are grouped under three pillars, namely renew political commitment and recognize the importance of CBHWs and CHVs, strengthen the corps of CBHWs and CHVs and ensure a supportive environment for their effective functioning. The strategic directions were adopted in principle at the Regional Meeting on Revisiting Community-based Health Workers and Community Health Volunteers held on 3-5 October 2007 in Chiang Mai, Thailand, and were finalized at the peer review meeting in February 2008.
