Abstract: The South-East Asia Region has a rich heritage of Primary Health Care (PHC) initiatives within both the public and NGO sectors. In the recent past, SEAR Member States and WHO at all levels have reaffirmed their resolve to revitalize PHC. One of the seminal events where Member States of the Region reiterated the commitment to PHC was the Regional Conference on Revitalizing Primary Health Care held in Indonesia in August 2008. As a follow up the WHO Regional Office for South-East Asia organized a Regional Consultation on Innovations in Primary Health Care in Thailand in August 2010 with the objective of advocating for innovative approaches to revitalization of PHC in South-East Asia. Participants from Bangladesh, Bhutan, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste reviewed and shared experiences; identified issues and challenges faced in revitalizing PHC; and developed recommendations for strategic approaches to accelerate revitalization of PHC in the Region. There is wide consensus that the values and approaches of PHC should underpin health systems development. First enunciated three decades ago, the overarching principles of PHC - social equity, universal coverage, intersectoral coordination and people's participation - remain valid in the context of health development today. At a time, when health systems are confronted with an urgent need to explore ways and means to become more efficient and more responsive to changing contexts and community needs, countries in the South-East Asia Region need to review and revitalize the PHC agenda. It is important to contextualize the revitalizing process in terms of current country and epidemiological realities. This publication contains an account of the deliberations of the Regional Consultation on Innovations in Primary Health Care and the recommendations made by the participants to further revitalize PHC in the Region.
