Abstract: More than three decades after the Alma Ata Declaration on Primary Health Care, the principles elaborated in 1978 - universal access, community participation, intersectoral collaboration and use of appropriate technology - remain valid. Persisting inequities in health status and access to health care remain areas of concern. Health systems strengthening based on PHC is an avenue to ensure equitable, affordable, comprehensive quality care. This document tries to contextualize the PHC concept to current attempts at health systems strengthening in the form of Questions and Answers.
