Abstract

The High Level Task Force for Intercountry Collaboration, noting the decision of the 53rd session of the Regional Committee that Member Countries be involved in all stages of the intercountry programme, recommended to the Regional Director that the supplementary intercountry programme be evaluated and reported to the 55th session of the Regional Committee The evaluation of the supplementary intercountry programme was undertaken in Indonesia, Sri Lanka and Thailand by a joint team comprising representatives from (i) Member Countries – focal points for specific intercountry programmes or high-level officials familiar with the programmes, and (ii) the Regional Office. The country visits lasting three to four working days took place during 17–26 June 2002. Each team interviewed officials and staff involved in programme implementation in the Ministry of Health and/or other focal ministries, and the WHO Country Office. The teams reviewed relevant WHO and country documents. The teams assessed the intercountry programme in terms of appropriateness of the mechanisms and approaches; adequacy of the resources; relevance, efficiency, effectiveness, complementarity, sustainability and replicability. Supplementing the analysis of the programmes and lessons learnt, recommendations were made with regard to: (i) national officials’ and WHO country and Regional Office staff’s understanding of the supplementary intercountry programme’s purpose and objectives; (ii) involvement of national programme managers and WHO country office in the programme’s planning; and (iii) the programme’s scope, approaches and mechanisms employed in programme delivery. Based on the teams’ individual country analysis, a report was prepared by the Regional Office which is now being submitted (as attached) to the Regional Committee for its consideration.

Abstract

Based on a series of decisions and recommendations of the 53rd and 54th sessions of the Regional Committee, the 39th meeting of CCPDM had been requested to recommend to the Regional Director one specific programme- /content area among those supported through the Supplementary Intercountry Programme (ICP-II) 2002–2003 to be evaluated and reported to the 56th session of the Regional Committee in 2003. The 53rd session of the Regional Committee suggested a series of criteria for the selection of a specific intercountry programme/content area for evaluation which should take into account: (a) the extent to which the area has been identified in resolutions/recommendations of the Regional Committee, Health Ministers and Health Secretaries Meetings; (b) whether the area has been evaluated previously; (c) the size of the area in terms of allocated budget and countries targeted; (d) whether extrabudgetary funds might be made available; and (e) the “uniqueness” of the programme that would allow it to serve as a model for other WHO intercountry or country programmes, or those of the Member States. Applying the above criteria to the 14 programme areas supported through ICP-II, the following areas are suggested to CCPDM for further consideration. CCPDM may consider one of the following areas to be evaluated and reported to the 56th session of the Regional Committee. · Multi-disease surveillance and response, including health hazards, risk behaviour surveillance, through intercountry and interregional collaboration and use of regional mechanisms like ASEAN, SAARC, Mekong Basin Project, and Intercountry Cooperation in Health Development. · Development of strategies for implementing community-based approaches for mental health problems and substance abuse. · Intensification of cross-border collaboration in polio eradication, HIV/AIDS, tuberculosis, malaria, kala-azar, dengue. · Development regional networks to enhance national capacity in human resources for public health.

Abstract

Programme Budget 2004-2005 is a key instrument in advancing the reform process in WHO. It represents a strategic “business plan” for the entire Organization which focuses on the responsibilities of the WHO Secretariat, as distinct from those of Member States. The programme budget (PB) ensures greater transparency and accountability emphasizing what will be delivered (expected results) and indicators for measuring their achievement. In a significant departure from the previous biennia, PB 2004-2005 gives indicative estimates of planned country expenditures for all areas of work providing a sharper focus on WHO’s country programmes. Extensive consultations have taken place between the staff of the regional offices and WHO headquarters in the formulation of the Proposed Programme Budget 2004-2005 (Part I). Applying results-based budgeting principles, what should be delivered and how, were first defined and on that basis decisions were made as to the required resources. The present document, to be read in conjunction with the WHO Proposed Programme Budget 2004-2005 (Part I), responds to the need to clearly spell out the regional perspective and the proposed areas for priority action. It outlines, in the light of the overall strategic framework for PB 2004-2005, the issues and challenges facing the South-East Asia Region in the ensuing biennium, the specific priority areas and programme strategies for the countries and the Region as a whole.

Abstract

The 28th meeting of the Consultative Committee for Programme Development and Management (CCPDM) recommended that the working paper relating to resolutions of regional interest adopted by the previous sessions of the Executive Board (EB) and the World Health Assembly (WHA) should be brought out as a document. The 37th meeting of CCPDM proposed that all resolutions and decisions of the EB sessions and WHA should be submitted, at subsequent meetings, for their information, review, suggestions or comments. These proposals were endorsed by subsequent sessions of the Regional Committee. Accordingly, this document is submitted for the consideration of the Regional Committee. The document relates to all resolutions and decisions emanating from the 109th session of the Executive Board, held in January 2002, and the Fifty-fifth World Health Assembly and the 110th session of the Executive Board, held in May 2002. The salient information from the operative paragraphs of the decisions/resolutions as well as actions proposed for Member States and WHO are presented briefly in a tabular form. Copies of the decisions and resolutions of the EB sessions and the World Health Assembly are also attached.
