SEA/RC61/6 - Matters relating to programme development and management: proposed programme budget 2010-2011
AbstractThe attached document on the Proposed Programme Budget 2010-2011 describes the major content of the regional budget for the next biennium. It was developed through a process of consultation with each Member country in the Region and policy guidance at the global level of the Organization. The format of the budget is similar to that of the Programme Budget 2008- 2009 and follows the Medium-term Strategic Plan, using the same 13 strategic objectives as in 2008-2009. Overall, the proposed budget totalling US$ 604.5 million for the South-East Asia (SEA) Region is 23% higher than the current biennium budget, with a large increase (US$ 113 million) in Voluntary Contributions. The largest increases are for the control of communicable diseases and emergencies, reflecting the pattern of resource mobilization in the Region. The document also notes the challenge to WHO offices in the Region to implement this budget. The First Meeting of the Sub-committee on Policy and Programme Development and Management (SPPDM) was requested to review the proposed budget and make appropriate comments to the Sixty-first Session of the Regional Committee. Based on the guidance of the Regional Committee, the proposed budget will be revised and submitted to the 124th session of the Executive Board in Janaury 2009 and to the Sixty-second World Health Assembly in May 2009. The SPPDM made the following recommendations for consideration by the Sixty-first Session of the Regional Committee: (1) WHO needs to support Member countries to identify and develop data-based indicators that can be measured with regard to their achievements. (2) WHO should initiate necessary steps to strengthen, within the Regional Office, interprogramme linkages and collaboration to support programmes in Member countries. (3) Member countries and WHO should make concerted efforts to improve the management and utilization of available resources, regardless of their source. (4) The Regional Committee is requested to recommend that the 2010-2011 budget appropriation resolution includes authorization that the assessed contributions for the South-East Asia Regional Emergency Fund (SEARHEF) are carried over to the subsequent bienniums. The Sixty-first Session of the Regional Committee is requested to reivew the attached paper, along with the enclosed Information Documents 1 and 2, and consider the recommendations made by the SPPDM.
