Abstract: The 2012-2013 biennium is the third and last biennium within the WHO’s Medium-term Strategic Plan (MTSP) that covers the period from 2008 to 2013. The structure of the proposed Programme Budget 2012-2013 (PB2012-2013) is a strategic one, similar to the two previous biennia with 13 strategic objectives (SOs) which have largely the same orientation as those for the two earlier biennia - 2008-2009 and 2010-2011. Overall, the Programme Budget for 2012-2013 (Regional Committee Version) (Doc. SEA/RC63/5 Part I) is proposed by the Director-General, at the level of US$ 4,804 million,with an increase of US$ 264 million compared to the approved budget for 2010-2011. The budget for the base programmes is US$ 3, 419 million, with an increase of US$ 51 million over the approved PB2010-2011. The budget breakdown for the proposed PB2012-2013 is presented only at the level of the strategic objectives by major offices. The South-East Asia Regional Strategic Plan and Proposed Programme Budget for 2012-2013 (Doc. SEA/RC63/5 Part II), with a budget ceiling level of US$ 505.6 million, reflects the current plans and proposed budgets of Member States and the Regional Office for the 2012-2013. The Third Meeting of the Subcommittee on Policy and Programme Development and Management (SPPDM) reviewed the Proposed Programme Budget for 2012-2013 (Part I) including the South-East Asia regional strategic plan and proposed PB2012-2013 (Part II); and also provided its observation and recommendations, as follows: The SPPDM recommended that the Sixty-third Session of the Regional Committee should note the Proposed Programme Budget for 2012-1013, including the South-East Asia regional strategic plan and proposed PB2012-2013, and also to consider its observation and recommendations. The SPPDM also recommended that the Regional Committee should consider the draft resolution on “Proposed Programme Budget 2012-2013”.
