AbstractMost countries in the European Region of WHO are reviewing their health systems and their approaches to financing, organizing and delivering health services. While the last decade generated much debate, theoretical analysis urgently needs to be complemented by practical tools and processes to implement reform. In December 2001, the Health Systems Development Programme at the Regional Office established an Advisory Group to act as a resource on health systems development. An Expert Panel was also established to assist with the implementation of the biennial collaborative agreements related to health care reform in countries. Two training sessions were held for members of the Expert Panel, the first in December 2001 and the second in February 2002. This report is a record of the process of the second training session
